What to Do If You Suspect a Charity Is Misusing Funds

Suspecting that a charity is mismanaging or misusing donations is unsettling, but donors have real, concrete options beyond simply stopping their own donations quietly.

Start by separating suspicion from evidence

Before taking action, distinguish between a general uneasy feeling and something specific and checkable — an unusually high executive salary relative to the organization's size, a large gap between reported program spending and visible program activity, or a lapsed registration you found while checking their status. Specific, checkable concerns are worth pursuing; vague unease is worth further research before action.

Check public financial filings first

In the United States, nonprofits are legally required to make their Form 990 tax filings publicly available, and these are searchable for free through the IRS website or through ProPublica's Nonprofit Explorer. A Form 990 shows executive compensation, program expense breakdowns, and other financial details that can confirm or resolve many concerns without needing to file any formal complaint.

Report to the appropriate regulator

In the US, state attorneys general oversee charitable organizations registered in their state, and the IRS handles federal tax-exempt status concerns; both accept complaints from the public. In India, concerns about registered trusts or societies can be raised with the relevant state charity commissioner or, for FCRA-related concerns, the Ministry of Home Affairs. Most regulators have a formal complaint process specifically for this purpose.

Contact independent watchdogs

Charity Navigator, BBB Wise Giving Alliance, and similar evaluators sometimes investigate donor-reported concerns and may adjust an organization's public rating based on substantiated issues, which helps warn other potential donors.

What not to do

Avoid making public accusations on social media before you have verified specific facts — unsubstantiated public claims can constitute defamation and rarely resolve the underlying issue as effectively as a formal regulatory complaint or documented Form 990 review.
